Draft RulesBy-LawsHere are the BPBL Official By-LawsBaseball RulesOur league is run by a set of In-house rules, per division. Those rules overrule any National PONY Rules, which in-turn overrule any Major League Baseball rules. The latest copies or all 3 are presented here:BPBL 2013 In-House Rules. If rules are not specifically in the above, then we go by the Pony National rules: 2013 National PONY Official Rule Book 2012 National PONY Rule Changes If rules are not specifically in the Pony National rules we go by Major League Baseball rules: Major League Baseball Rules Thunder and Lightning PolicyIf thunder or lightning occurs near a game at any time, the game will stop immediately and all players will be moved to a safe location. The game will not be resumed until 30 minutes after the last clap of thunder is heard, or the last bolt of lightning is seen. The umpire will have sole discretion in determining the 30-minute period, and he may not be overruled by the managers of the teams playing the game. If the game cannot be resumed, it will be considered a suspended game and will be resumed at a later time.Emergency FormsAll Players must have a filled out Parental Permission and Emergency Health Authorization Form, and these forms must be present at any League sponsored event where the child is present. This includes games and practices.Other useful formsBPBL Scorekeeping Clinic Slide PresentationGame Day Lineup (Template) Practice Plan (Template) Participation in other baseball organizationsBPBL in-house and Blast players are not permitted to participate in games with any other baseball organizations until in-house play is complete (see bylaws Article XI, Section 2 in the “Rules” section of the web site). Blast and In-house players will be held to this rule between the date of the in-house player draft or placement of player on a BPBL team (whichever is later) and the completion of any Tournament of Champions games or any all-star participation by the player. The latter includes any BPBL in-house all-star games and all PONY, Inc World Series participation.If players are found to be participating in games with other baseball organizations the player will be subject to disciplinary action. Participation includes being listed in any game lineup card as active for the game or participating on the field. The BPBL Board of Directors has outlined the following disciplinary measures if in-house or Blast players are found to be participating in games for outside organizations:
UmpiresBPBL is umpired by different groups at different levels.Shetland and Pinto Jr. - Games are umpired by a coach or parent. There are no called strikes in these divisions, the pitches are only counted by the umpire to ensure the batter does not exceed the allowed number of pitches/swings during their at bat. The umpire also calls the plays on runners and records outs. Pinto, Mustang 9, Mustang 10 - Games are umpired by a single paid umpire. Typically these umpires are area high school baseball players who have a fundamental understanding of the game of baseball. They call balls and strikes and umpire from behind home plate. Bronco, and Pony - Games are umpired by a single (Bronco regular season and some post-season), or pair (Pony and some Bronco late post-season) paid Association umpire.
